Full Time - Grant Writer

JOB SUMMARY
This position is responsible for seeking and acquiring local, state, federal, corporate, and foundation grants and other external funding to achieve the Department of Public Works strategic plan. Performs duties under the general supervision of the Director of Public Works or their designee.
ILLUSTRATIVE JOB DUTIES AND RESPONSIBILITIES

- Coordinates and leads the activities of a grant program that supports capital improvement projects for Public Works (and other grant eligibility programs for the City of Bay City)
- Research legislative announcements, publications, registers, directives, networking, and other research methodologies in search of available grants or other related functions for the department.
- Coordinates the compilation of information, statistical data, and documentation required in the application process.
- Coordinates administrative functions and financial management related to grants implementation and contracts for project management, ensuring compliance, and pass through regulatory requirements to external agencies.
- Reviews grant conditions and grant award ensuring that all grant requirements are addressed prior to grant acceptance. Research and interprets the Code for Federal Regulations, 0MB Circulars, federal handbooks, foundation requirements for applicability to City's grant programs, assesses the impact of changes to City's program administration and communicates modification to affected offices.
- Maintains an updated listing of grant opportunities and disseminates the same to appropriate Department Managers and Directors.
- Evaluates grant related policies, guidelines, and procedures to ensure program compliance. Develop reporting systems to ensure the City's ability to meet grant reporting requirements.
- Maintains liaison with grantor officials.
- Ensures compliance with grant writing and authorization protocols and timelines.
- Working with appropriate internal parties prepares claim forms for grant reimbursement.
- Maintains grant-writing history and grant awards and makes appropriate reports to the Director of Public Works and City Manager or designee.
- Under the direction of the Department Director or designee, coordinates with the Finance Department to ensure the required matching funds, if required, are budgeted and appropriate cost centers are established for accounting and other record keeping purposes.
- Requires occasional night and weekend responsibilities to ensure timely responses to grant.
- Acknowledges all awarded grants through letters, press releases, and newsletters, as appropriate, to City's Marketing designee.
- Serves as a resource to the Director of Public Works and other departments of the city on state and federal funding programs; provides ongoing training in appropriate grant writing techniques; provides information, research, analysis, written reports, and recommendations as needed.
- At the direction of the Director or designee works as a liaison between the city and outside funding agencies and groups; participates in meetings and discussions in which decisions affecting city projects are made.
- Reviews revenues and expenditures, project status, to ensure proper expenditures are made for Federal grant projects.
- Demonstrates regular and punctual attendance.
- Performs other related duties as required.
MINIMUM QUALIFICATIONS

Knowledge of:
- Uses addition and subtraction, multiplication, and division and/or calculates ratios, rates and percentages.
- Demonstrated excellence in writing and editing.
- Highly organized and detail-oriented, with strong analytical skills.
- Proficiency with Word and Excel.
- Read technical instructions, procedure manuals, and charts to solve practical problems such as routine office equipment operating instructions; compose routine and specialized reports,
Ability to:
- Gather, organize, enter, or evaluate data or information.

- Perform coordinating work involving guidelines and rules with constant problem solving; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
- Work as a member of a team and independently and effectively across departments, handling multiple projects, and under the pressure of deadlines for grant opportunities.
Education/Experience:
- Bachelor's Degree with a strong emphasis on writing or experience in preparation of federal, state, and private grant proposals with proven track record of success.
- Experience in a government agency preferred.
- An acceptable combination of experience and education may be considered in lieu of the specific requirements listed above.
- Must possess and maintain a valid State of Michigan Driver's license.
